 CEO GMDA Sets Strict Quality and Accountability Benchmarks for City Infrastructure


- Joint drive with MCG to remove C&D waste from sector roads

- Contractors not completing works on time will not be considered for future allotment of works

- Engineers to certify end-to-end connection of surface road drains with master drains

- No open manholes or broken slabs along drains to be ensured

Gurugram, 10 February: The Chief Executive Officer (CEO), Gurugram Metropolitan Development Authority (GMDA), P.C. Meena chaired an extensive review meeting on Monday evening with the complete teams of Infrastructure Division–I and Infrastructure Division–II of GMDA to assess the status of ongoing works and set a clear direction for improving the quality, safety and sustainability of urban infrastructure laid by GMDA in the city. The meeting was attended by Chief Engineers, Superintending Engineers, Executive Engineers, Sub-Divisional Officers (SDOs) and Junior Engineers (JEs). Also present in the meeting was Additional Commissioner, MCG, Yash Julakia. 



The CEO emphasized that every officer must take complete ownership of works under their jurisdiction and work collectively towards delivering clean, well-connected and citizen-centric infrastructure that contributes meaningfully to the organisation and the society at large.


GMDA is strengthening its tendering and monitoring mechanisms to ensure accountability at every stage. Improving the quality of infrastructure and ensuring public safety remain our highest priorities. There will be zero compromise on quality, safety or timelines and any lapse affecting public convenience will be dealt with strictly. All works must meet prescribed standards and timelines to deliver visible improvement for citizens.” – P.C. Meena


Quality of Work Under Close Scrutiny

During the meeting, the present condition of several key road corridors across the city was reviewed in detail. The CEO issued strict directions that workmanship and construction quality must be significantly enhanced, with visible and measurable improvement on ground. Any lapse in maintaining quality standards or timelines will be viewed seriously, as public convenience and safety remain the top priority for GMDA.


Road Safety & Footpaths Utility to Be Strengthened


Emphasising road safety and pedestrian comfort, the CEO directed that potholes on main carriageways must be repaired on priority and all damaged road stretches rectified within stipulated timelines. Junior Engineers were instructed to closely monitor the maintenance of central verges on a daily basis to ensure timely curb stone repairs, painting works and finishing quality. Additionally, broken slabs, open manholes along footpaths must be properly rectified and covered to ensure safe pedestrian movement. All necessary road markings and thermoplastic lane markings must be carried out on the main carriageways to encourage lane driving, improve traffic discipline and enhance safety. To curb dust mitigation and deterioration of road surfaces, CEO GMDA directed that road edges must not be left unpaved and kept free of silt, debris and loose soil. 


Drainage Connectivity in Focus

The CEO laid strong emphasis on ensuring a fully functional and well-connected drainage system across GMDA roads. Maintenance and redesigning of road gullies were directed to be taken up by the concerned divisions to ensure quick outfall of stormwater during rainfall. All SDOs and JEs were instructed to certify that surface drains under their jurisdiction have been thoroughly desilted and that end-to-end connectivity with the master stormwater drain has been ensured. Proper upkeep of road gullies and drains was identified as a critical measure to prevent waterlogging and protect road infrastructure.


Improving Slip Roads and Traffic Movement

To facilitate smoother traffic flow and reduce congestion, CEO GMDA directed improvement of T-junctions and seamless movement along slip roads. Slip roads must be developed where they do not exist and maintained at par with main carriageways where already available, with clearly defined entry and exit points to ensure their effective utilisation. Proper maintenance of slip roads was emphasized as a key strategy to decongest main carriageways and improve overall traffic efficiency, especially in view of the upcoming metro project being taken up in the city. He further addeed that cycle tracks must be continuous, with provision of smooth ramps for cyclists.


Green Belts and Sustainable Urban Design

Uniform maintenance and extensive plantation along green belts was directed, with careful selection of aesthetically appropriate tree species, seasonal flowers and shrubs enhance the visual appeal of road corridors. Wherever feasible, trees must be preserved during the development of footpaths and cycle tracks, reinforcing GMDA’s commitment to sustainable and environment-sensitive infrastructure development.


Joint Drive to Remove C&D Waste and Silt from master sector roads

GMDA and the Municipal Corporation of Gurugram (MCG) will jointly identify locations where construction and demolition (C&D) waste and silt have been dumped on GMDA roads. A one-time special drive will be undertaken by GMDA to clear all such debris, along with the removal of defunct electric poles lying on GMDA roads, footpaths and green belts. All Junior Engineers will certify completion of this exercise once the works are carried out, ensuring accountability at the field level.


Strict Coordination for Works on GMDA Right of Way

CEO GMDA directed that henceforth, strict coordination shall be mandatory for any work being executed on GMDA’s Right of Way (ROW). All government departments as well as internal GMDA divisions must seek prior permission before carrying out any work on GMDA ROW. This measure aims to bring greater clarity on existing utilities and upcoming infrastructure works. It was also directed that GIS tagging shall be undertaken for all new infrastructure laid on GMDA ROW to strengthen asset tracking and long-term planning.


DNIT Reforms to Enforce Accountability

A detailed discussion was held on incorporating new parameters and clauses in future DNITs to improve accountability. The CEO directed that ten percent of the agency’s final payment shall be withheld until there is complete clearance of silt, C&D waste and soil built up during the execution of works from all sites. Contractors will be required to submit bills along with relevant geo-tagged photographs, duly certified by the concerned officers after site inspection.


Furthermore, agencies whose performance is found unsatisfactory in ongoing works will not be technically qualified for upcoming GMDA projects and notices will be issued to all non-performing agencies who have failed to deliver work as per GMD guidelines.


Reiterating GMDA’s commitment to the citizens of Gurugram, CEO GMDA emphasized that the Authority will continue to focus on delivering clean, safe, durable and well-connected infrastructure, backed by strict monitoring, clear timelines and accountability at every level.
